Municipal Court
General Information
The Municipal Court staff can answer questions about court schedule, bail amounts, and other administrative matters, but cannot give legal advice. If you need legal advice, you should consult an attorney. The majority of cases heard in Municipal Court are traffic infractions.
How to Handle Your Traffic Citation (Infraction):
Citations can be handled in the following ways:
- By mail, following the instructions on the reverse side of the citation, by your court date printed on the front.
- At the Court Administrator’s office located at the front desk of the Municipal Court building; also known as the Council Building, prior to your court date.
- By appearing in Court at the time written on the face of your citation.
Arraignment:
At arraignment, the Judge will tell you the charges, maximum fines, penalties, and your rights under the law. The Judge will then ask how you wish to plea or give you the opportunity to request a continuance so that you can consult an attorney.
Plea Options:
You may plead NOT GUILTY if you wish to contest the charge against you and have a hearing for traffic offenses. You can plead GUILTY. If you choose this option, you can offer an explanation of circumstances. Your fine or other penalty will then be assessed by the Judge. A plea of NO CONTEST under Oregon Law results in a finding of guilty by the Court. The benefit to a no contest plea is that you do not have to admit guilt in open court.
If You Fail to Appear on a Traffic Citation:
You will be found Guilty by Default with the full fine amount on your citation due immediately, and your driving privileges may be suspended.

You will not be sent a bill or statement. It is your responsibility to send payment to the Court by the due date. Failure to pay a traffic citation will result in SUSPENSION of your driving privileges with a charge of $70.00 added as a reinstatement fee, and may be sent to our collection agency. If a citation is in “suspended status” with the Court, you are not eligible for an installment payment agreement. When the citation is paid in full, a clearance will be provided to DMV. Any unpaid fines may be turned over to a collection agency adding an additional collection fee.
"Fix-it" Tickets/Vehicle Compliance Program:
In the City of Tualatin, we focus on making our roadways a safer place for us to drive. As such, the Municipal Court has established the Vehicle Compliance Program. This program offers you the opportunity to correct a vehicle equipment defect, prior to your court date, in exchange for dismissal of the cited violation.
To take advantage of this program, you MUST DO ALL of the following prior to your court date:
Procedure
- Repair or correct the Violation.
- Download the "Fix-it" Tickets/Vehicle Complaince Program Form and fill out the "Defendents" section.
- Bring the vehicle and form to the Tualatin Police Department at 8650 SW Tualatin Rd., Tualatin, OR 97062 for a vehicle inspection. Inspections WILL ONLY be conducted on Monday through Friday (except Holidays) between 9am and 4pm. If the violation has been corrected, a representative of the Tualatin Police Department will complete the "Police Office" section.
- Take the completed form along with your citation and a $25.00 Administrative Fee to the Municipal Court.
Upon completion of all the steps the Tualatin Municipal Court will dismiss your violation.
"Red Light" Photo Enforcement Information
The City of Tualatin began a Red Light Photo Enforcement Program in December of 2010. There are currently two intersections, located within the City, monitored by this program. If you receive a Photo Red Light Citation please carefully review the Instructions Page located in your citation packet. In particular, item #2 on the Instruction Page refers you to the Website: www.photonotice.com Enter the City Code: TULTOR Follow the instructions to view a 12 second video of the violation for which you have received a citation.
After reviewing the video and making a decision on which plea you would like to enter, you may respond the following ways.
- Appear before the Judge at the Arraignment Hearing. The Date, Time and Location for your arraignment is shown on the bottom of the Summons page.
- Appear at the Municipal Court Offices, located at City Hall, before your Arraignment Hearing Date.
- Send by mail Option A (Located on the Options Page included in the citation packet) and your signed plea of Guilty or No Contest, along with a check or money order for the full amount of the base fine. You may also submit a written explanation if you wish.
- To plead Not Guilty and request a future Trial Date to be Set, send by mail the Option C form. You will receive a letter by mail within a few weeks with your scheduled Trial Date and Time to appear.
