The Economic Development Division has two major functions:

To encourage high quality development, the division meets with and provides information to prospective developers, facilitates internal permit processes between departments to ensure the process works smoothly, compiles and provides demographic information on the City, cooperates with other economic development agencies in the region and State, and represents the City at regional economic development forums.

In 1984 the City Council authorized a task force to create an Economic Development Action Plan for the City of Tualatin. This document serves as a guideline for economic development activities in the City. This plan was amended in 1989 and further updated in 2001.

Within the Tualatin Development Commission are two redevelopment districts: the Central Urban Renewal District and the Leveton Tax Increment District. The most notable project in the Central District has been construction of the Tualatin Commons and sale of the private parcels which surround the lake. In the Leveton District, infrastructure improvements have resulted in higher assessed value industrial development then would have otherwise occurred.
