Creepy or Just Clowning Around?

You might have seen or heard some chatter lately on the news about creepy clowns scaring people.  Our agency has fielded some concerns from citizens regarding this issue, so we’d like to take a moment to address it.  At this time, we have not received any information or evidence that suggests there have been any sightings or threats to the safety of any of our citizens by any clowns.

We empathize with those who have a fear of clowns and understand it might make some feel uneasy.  However, there are no laws or city ordinances prohibiting a person from dressing in a clown costume and walking around in public.  If you feel a person dressed as a clown is acting suspicious, then we encourage you to call our non-emergency dispatch at 503-629-0111 and an officer will respond and determine if the situation rises to a criminal level. 

If a person dressed as a clown becomes aggressive towards others or causes public alarm, enforcement action can be taken based on Oregon Revised Statutes 166.025 (Disorderly Conduct) and 163.190 (Menacing).  Therefore, we do not advise anyone “clowning around” to chase and/or scare others while dressed as a clown or it could be considered a criminal act.
