Suspects Caught Trying to Retrieve ATM Skimming Device

On Thursday, June 30, 2016 at approximately 9:53am, Tualatin Police responded to a report of an ATM skimmer found on the ATM at the 7-Eleven convenience store, located at 6630 SW Nyberg St, in Tualatin.

When officers arrived they learned that the store manager had already removed the device from the ATM. 

Similar skimming devices were found at 7-Eleven locations in Tigard and Beaverton as well.  Tigard, Tualatin and Beaverton Police detectives worked together to conduct surveillance at each location where those devices were found.

Tualatin detectives and officers eventually located the three suspects at the Tualatin 7-Eleven as they returned in an attempt to try to collect the skimming device from the ATM machine.  After a short foot pursuit of one of the suspects, all three were taken into custody.

The suspects were identified as two juvenile males, ages 16 and 17, from Romania, and Florina Welch, 36 years of age, from Fullerton, California. 

The two juveniles were transported to Donald E. Long Juvenile Detention Facility and charged with Interfering with a Police Officer, Criminal Possession of a Forgery Device, and Unlawful Factoring of a Credit Card Transaction.

Ms. Welch was lodged in the Washington County Jail and charged with Unlawful Factoring of a Credit Card Transaction.  A booking photo can be obtained through the Washington County Jail.
