Fees Based on Valuation

Project valuation (cost of labor + materials) will determine the fees. Sub-permits such as commercial mechanical, fire sprinkler, and fire alarm are calculated based on the valuation for the individual scope of work. Our parks are great, why do we need this fee?

The City’s parks maintenance team works hard to care for our parks and keep them looking great for the community to enjoy. Still, many of our park amenities have become old, obsolete and at the end of their life-cycle. Without the availability of replacement parts, they have become too difficult and costly to repair; some amenities have even been removed without replacement due to lack of funding. This fee will provide funding for replacements and other much-needed safety, equitable and accessible updates.

Transportation Development Tax - TDT

Rates for the TDT are set by Washington County Land Use & Transportation and are dependent on intended use of the property. Uses that result in more public road trips will pay a higher rate because the more impact a business has on the roads the more it costs to maintain.  For changes in use, fees will be based on the difference between the previous and proposed uses. When does my permit expire?

Permits expire after 180 days of inactivity, or 180 days after the date of the last inspection.

Which park shelters require a permit?

Tualatin Community Park, Ibach Park, and Jurgens park have reservable picnic shelters. All covered areas not listed are available on a first-come, first-serve basis.

Why a parks bond?

To finance capital costs related to trails, natural areas, sports fields, parks, and river access; and is expected to include a new east-west trail corridor and public access point on the Tualatin River, new and improved sports fields, and parks improvements citywide.

Why do I have to buy a permit to build on my own property?

Oregon law requires you to obtain permits -- even if you build on your own property -- to ensure that minimum building standards are met for your own safety and for the safety of future property owners and occupants.

Fees Based on Fixtures

The plumbing permit fee includes the total number of plumbing fixtures capped, added, or moved, and installation of any linear length of pipe. This fee schedule is for both commercial and residential plumbing projects.

The residential mechanical permit fee includes the number of new mechanical fixtures (exhaust fans, fireplaces, etc). For a quick mechanical permit fee reference, see our quick reference guide.

This fee is a minimum of $60.00 and covers permitting and inspection costs.

Sewer Connection Fees

Rates for sewer SDCs are set in coordination with Clean Water Services (CWS).  Fees are assessed on the plumbing fixtures you add to your project, and fixtures that generate more waste into the system have a higher rate. To see the current sewer SDC rates, click here.

What if I need to withdraw or cancel my permit?

To request cancellation or withdrawal of your permit you will need to fill out and submit a Permit Withdrawal Request Form located at the bottom of this page.   This form can either be uploaded to your permit through eTrakit or emailed to Building

What parks projects will this bond pay for?

The measure is expected to fund the following:  

  • Create new trail connections to improve access and pedestrian safety 
  • Create new and improved sports fields in city parks and in a cost-saving partnership with the Tigard-Tualatin School District 
  • Establish a new accessible waterfront destination point on the Tualatin River in the downtown area that would create a place for river access and water sports 
  • Upgrade existing parks citywide 
  • Renovate the plaza at the Lake of the Commons into a space that will recognize and honor Veterans 
  • Acquire and protect natural areas

When can a picnic shelter be rented out during the year?

Shelters can be reserved online, over the phone, or in-person at the Juanita Pohl Center. The shelter rental season is April 1 – October 31 each year, and reservations can be made starting on the first of each year for that particular calendar year.

When is a Trip Generation and Distribution Description Required?

A Trip Generation and Distribution Description is required for:

  1. Any zone change that may result in more trip generation than previously allowed
  2. Any development that, in the judgement of City staff, would generate 100 or more new daily trips.  Developments anticipated to generate this level of traffic, and thus require a Trip Generation and Distribution Description, include:
    1. 10 or more single-family homes,
    2. 15 or more multi-family units,
    3. Industrial buildings 15,000sf or larger,
    4. Office buildings 8,000sf or larger,
    5. Any use with customers or public coming to the site (such as retail, restaurant, school, medical office, recreation, etc.)
  3. Any case where, in the judgement of city staff, a Trip Generation and Distribution Description is necessary to protect the public interest.

Who is responsible for obtaining permits?

The property owner or contractor is responsible for obtaining structural, mechanical, and manufactured dwelling setup permits. For electrical work, Oregon law requires that if an electrical contractor does the work, the contractor must take out the permit. On plumbing work, the property owner, plumbing contractor, or the plumbing contractor's representative may take out the permit for residential projects. For commercial plumbing projects, the plumbing contractor must take out the permit.

Are there time limits for a shelter rental?

Shelters can be reserved in four-hour blocks of time from 6:00-10:00am, 11:00am-3:00pm, and 4:00-8:00pm. Keep in mind that picnic shelters do not have supplemental lighting, and during the late fall, it may be dark out before the last rental time slot ends.

Plan Review Fee

All plan review fees (except plumbing) are equal to 65% of the permit fee.  Plumbing plan reviews are equal to 25% of the plumbing permit fee for commercial projects with a 2” or greater water meter.
