System Development Charges

System Development Charges (SDCs) are fees that offset additional infrastructure costs due to development. Any time a project impacts the water system, sewer system, stormwater system, roads, or parks, there is a charge for that impact. The revenue is used to expand and maintain these systems to accommodate new growth.   See Supporting Documents at the bottom of this page to estimate your SDCs.

 

SDC Descriptions

Transportation Development Tax - TDT

Rates for the TDT are set by Washington County Land Use & Transportation and are dependent on intended use of the property. Uses that result in more public road trips will pay a higher rate because the more impact a business has on the roads the more it costs to maintain.  For changes in use, fees will be based on the difference between the previous and proposed uses. Sewer Connection Fees

Rates for sewer SDCs are set in coordination with Clean Water Services (CWS).  Fees are assessed on the plumbing fixtures you add to your project, and fixtures that generate more waste into the system have a higher rate. To see the current sewer SDC rates, click here.

Water Connection Fees

If your project requires a new or upsized water meter, an SDC will apply for the cost of the meter, plus installation.  For the current water meter SDC rates, please see the document attached below. When a meter is upsized, credit will be given for the existing water meter. This fees is used for maintaining our clean water system through the water system fund.

Water Meter Installation Fee

This fee is charged when a water meter is to be installed or switched and is based on the size of the meter. This covers the cost of the meter installation.

Parks Development Fee

These rates are assessed based on a flat rate for each new dwelling unit for single-family and multi-family residential development. Non-residential rates are determined using development categories and any new square footage or change of use.

School Construction Excise Tax

The School CET rates are set by the individual school district in which your project falls and is based on new square footage for both residential and non-residential projects. Tualatin stretches across four different school districts:  Tigard-Tualatin, West Linn-Wilsonville, Sherwood, and Lake Oswego. Please see the rate sheet below for the most current rates.

Stormwater Development Fee

These rates are set in coordination with Clean Water Services (CWS). Any time you add any additional impervious surface area to a project, stormwater SDCs apply (based on square footage of impervious surface area). Additional impervious surface examples are additions to buildings, large concrete pads, parking lots, covered areas, etc. The extra water runoff is a larger impact on the stormwater system.
